Biography

Jenn joined the PhD program as a part-time student in September 2017. She has 15 years of health planning and quality improvement facilitation and program management in four different jurisdictions (i.e., Ontario, British Columbia, New Zealand, and Scotland). Since joining the PhD program, Jenn has been further developing her qualitative research methodology and research coordination skills in Research Assistant and Research Coordinator roles in a series of co-design/-production and peer support in mental health projects. She is currently the Research Coordinator for an international case study of the co-production of public services with populations made vulnerable in Manitoba, Canada,  England,  Scotland, Singapore, and Sweden.

Jenn’s research interests are in whole-of-society and -government approaches to wellbeing, as a new paradigm of both health, and economic and social development and an explicit public policy goal. She is currently working on her thesis, the title of which is: “Framing a wellbeing economy approach: How national governments are attempting to shift towards valuing wellbeing”. The purpose of this two-study thesis is to examine i) how a wellbeing economy policy approach is being conceptualized or framed by central governments, and ii) how that central wellbeing economy policy framing influences policy development and implementation. She will conduct an interpretive policy analysis to identify and compare the dominant wellbeing economy policy frames in the language and discourse of the 5 Wellbeing Economy Government (WEGo) partnership countries (Finland, Iceland, New Zealand, Scotland, and Wales) and Canada, with respect to its’ 2021 Quality of Life framework, followed by a case study of the framing used by one of the WEGo countries, New Zealand, to explore more deeply its wellbeing budget approach. Three qualitative research approaches will be employed (framing analysis, discourse analysis, case study) in a complementary way to address an identified gap in the academic literature to demonstrate how a wellbeing economy approach is conceptualized and applied in different contexts, and how one frame and the interpretations of that framing can influence policy implementation when policy change is aimed at addressing a wicked social problem.
